Project controls are systems used to budget, schedule, and measure quality performance of a project/program.
 
Development of a cost management system includes detailed cost estimates, project cost modeling, estimate reconciliation, value engineering, final cost estimates at each phase of design, change order management, budget adherence reporting, pay request review for contractor payment, and cost to cure or complete to assure the client is achieving optimal value for their investment.
 
A project/program schedule defines the process and establishes a timeline for delivery of the project. It is a management tool for planning complex design/construction projects and coordinating the work of the architect, owner, contractor and subcontractors. It includes a project/program master schedule, schedule monitoring, and development of recovery schedules should the project timeline begin to slip.
