A baseline is a fixed project schedule that is the standard by which project performance is measured. Generally the process to create a baseline schedule is:
- Project kickoff meeting/initial schedule workshop
- Analyze/create a work breakdown structure
- Define activities, duration, and sequencing
- Perform cost/resource loading (if required)
- Generate provisional schedule
- Gather team input and comments
- Incorporate comments and create a baseline schedule
