Boyken International’s Cost Modeling system was developed for institutional clients whose capital projects dictate the need for budget controls without compromise to their space requirements or the quality level of their systems. For example, we have been assisting the Georgia Board of Regents with financial planning for their capital projects. Our charge is to review and discuss the project concept and implementation with each institution and perform a Program confirmation and Budget analysis/report to validate and refine the true and actual costs associated with the design and construction of each facility. The results of this type of effort provides the Regents and the Institutions with an independent “cost model” which validates the budgeted costs and provides a pro forma from which their projects can be designed and managed.
Pre-design activities on proposed capital improvement projects have recently gained the acceptance from a number of university, health care, and municipal institutions around the world. It is their assertion that the requirement to address agency needs, site conditions, and total project costs prior to approving funding for design and construction services would greatly assist in defining a project’s scope and budget. Boyken’s extensive experience confirms that the more precise and complete the program and budget, the easier it will be to obtain necessary approvals and assure a timely and successful project completion.
