Commissioning Goals - Building systems are becoming more complicated and interdependent to achieve the design objectives. The commissioning process helps the owner define the support and operations objectives and the activities that must take place early in the construction process. It is imperative that all development decisions and operational planning activities be driven to support the overall, long-term strategic goals of the property. During the development phase, these decisions should not be made based on a first cost or other sub-optimal criteria.
Commissioning Objectives - The commissioning process begins during the design phase of a development verifying that design decisions support the owner’s long-term goals and requirements for occupancy. The commissioning process is best applied in support of the following objectives:
- To validate that the quality of the equipment and installation is consistent with the intended use and function, the building image, and the long-term objectives for the property.
- To control and contain development and operating costs.
- To eliminate errors, omissions and substitutions during the installation.
- To provide a smooth operations and management transition, enabling high-quality service from the start of operations.
