Navigating State Bid Laws Print

Issues Unique to Government Contracting
Challenge: We are a Government Agency building a project in a remote location. We intend to procure the services of a general contractor who is competitive. We also need to follow State bid laws regarding fairness and equality. How would Boyken hire the best available contractor for our project at the lowest cost?

Solution: Assisting Government agencies in working through the challenges of procuring qualified General Contractors and subcontractors is a specialty of Boyken International.

Government projects with the restrictions of bidding laws must be handled differently from privately funded projects. Given the state bidding requirements, the selection would have to be made utilizing a fair and equitable bid process. However, given the remote area of the project and the inherent price advantages of small, local, bidders, Boyken needed to ensure the winning bid was from a firm qualified to perform the work.

The solution was to create a bidder pre-qualification process meeting the State's procurement rules. Beginning with a thorough understanding of the Owner’s goals and objectives for the project, we tailored a Request for Qualifications (RFP) in conjunction with a Request for Proposal (RFP) and a corresponding bidder evaluation worksheet allowing for a non-subjective review and selection of pre-qualified bidders.
